In the event of war we usually don't leave anything valuable when we left the place to retreat. We destroy almost everything including houses, buildings, and fuels, etc. This is called scorched earth policy in general.
In peace time as nowadays we always throw away luncheon, fish, meat whose date best before expired without making the most of. They think it's better to throw away rather than selling at dumping price. It neither decrease demand nor increase supply. They think it decrease demand and increase supply if they sell them at dumping price, which affects a lot in their commerce after all.
Is there any difference between war time and peace time in the act of ourselves? The answer is no.
mercedo, my friend, you are far too long between appearances here. That is itself a form of scorched earth policy :(
